It really depends.  I deal with lots of singers who have stubborn issues that aren't easily resolved.  I had this one guy with a really croaky crackly voice.  All his previous teachers told him he had abused his chest voice and needed to sing super light to fix it.  I also felt that way initially but it wasn't helping so I had him start to go louder (correctly) and really get a more deeper and stronger chest engagement, within 10 mins his voice was clear as a bell.</p>
<p>Many times vocal cord closure issues respond well to learning how to activate deeper cord engagement - basically you need to get good at singing deeply and strongly and loudly without straining or blowing air.  You should have a nice ringing sound in your tone when you do this right.  Practice exhaling your air before you sing a scale (so you sing with no air), it will train you not to blow the cords open with breath.</p>
